Challenge
Official stray animal shelter operations, intakes, movements, treatments, adoptions, and cat colony management are legally regulated but operationally heterogeneous. Most municipalities and shelter operators rely on spreadsheets or ad-hoc tools, which makes compliant reporting burdensome and aggregate national visibility impractical.
Approach
ProAnimal was developed as a dedicated platform for shelter and municipal animal welfare teams, structured around the legal and reporting requirements that govern official shelter activity.
