Case study · 01
We rebuilt how Portugal's veterinary authority issues, audits and reports every prescription nationwide, replacing scattered paper trails with a connected, EMA-ready platform used by thousands of prescribers every day.
Impact
Live since 2022, PEMV is the operational backbone of veterinary prescribing in Portugal. The dataset supports voluntary vaccination coverage monitoring (for example bluetongue), risk-based sampling under the National Residue Control Plan (PNPR), real-time visibility on medicine shortages, and batch recall traceability.
10,000+
Veterinarians
Using PEMV nationwide since its live launch in 2022.
1.2M
Prescribed packages (2024)
Captured across food-producing and companion animal species.
17.1M
Animals covered (2024)
Across 14,281 farms in food-producing species alone.
195,670
Companion animal prescriptions
Issued in 2024 alongside production animal records in the same platform.
Challenge
In most jurisdictions, veterinary prescribing is fragmented across paper records, isolated practice management software, and pharmacy logs. Regulators see what gets reported after the fact, in aggregate, with significant delay. That leaves antimicrobial stewardship, residue control, and shortage management operating on lagging indicators. The clinical act, the dispensation, and the administration of medicines are rarely reconciled in a single record.
Approach
OneAiQ designed and operates PEMV, Portugal's national Electronic Veterinary Prescription Platform, in coordination with DGAV as the competent authority. PEMV is a one-stop-shop for the prescription act: it captures prescribed, dispensed, and administered medicines, including leftover medicines used in subsequent treatments and manual prescriptions converted to electronic records at point of sale. The platform supports companion and production animals, medicated feed, psychotropic substances, and cascade prescribing, and requires structured classification of intended use (therapeutic, metaphylactic, prophylactic, cascade) alongside the condition being treated. Data is aligned with EU standards to support harmonised reporting and cross-border benchmarking.
01 · Prescription chain
Captures the complete act, including leftover medicines used in subsequent treatments and manual prescriptions converted to electronic records at point of sale.
02 · Species coverage
Supports companion and production animals, medicated feed, psychotropic substances, and cascade prescribing, the full complexity of veterinary practice.
03 · Structured classification
Every prescription classified by intended use alongside the condition treated, enabling stewardship analysis beyond simple volume counts.
04 · EU-aligned data
Structured against EU standards from the outset, making harmonised reporting and cross-border benchmarking a structural output, not a downstream project.
Centralisation succeeds when it reduces friction for the practitioner first. PEMV's adoption rests on a uniform workflow, automatic pre-population of withdrawal periods, in-system access to SPC information, and built-in data exploration, making compliance the path of least resistance. Regulatory visibility then emerges as a by-product of a clinical tool veterinarians actually want to use.
